01Balasore at a glance
Rooftop solar installation for Balasore homes, from Jaleswar to Chandipur
Balasore (Baleshwar) lies on Odisha’s north-east coast, with an 81 km shoreline and twelve blocks that run from Bhograi and Jaleswar on the Subarnarekha to Nilagiri and Oupada inland. The Subarnarekha, Budhabalanga, Jalaka, Kansabansa and Sono rivers cross the district, and Chandipur is home to DRDO’s Integrated Test Range.
Agriculture remains the mainstay, with paddy across the plains and coconut and betel on reclaimed land. The coast supplies hilsa, pomfret and white prawns, and the district received the Centre’s marine district award in 2021. Large units listed by the district administration range from paper and tyres to alloys and pharmaceuticals.
Rooftop solar has spread further in Balasore than anywhere else in TPNODL’s area: TPNODL reported 18,559 installations in Balasore district on 5 September 2026, the highest of its five districts. HELLOCON designs and installs rooftop systems across the district from our head office in Bhubaneswar.

02Survey planning
Planning a rooftop system for a Balasore coastal home
A Balasore survey starts with the roof itself: slab condition, parapet height, water tanks and any shade from coconut palms or neighbouring buildings. Bhograi, Baliapal, Jaleswar and Basta were the blocks hit when the 2025 monsoon floods reached around 100 villages, so in those blocks the team also decides where the inverter and meter board can sit well above ground level.
Bring a recent TPNODL bill to the visit so the system is sized to the household’s consumption across the year, and keep your consumer number ready for the PM Surya Ghar portal. The written proposal then lists the equipment, structure, protection devices and the application work HELLOCON will handle.

03Cyclone coast
Mounting and maintenance for Balasore’s cyclone-exposed coast
The District Disaster Management Plan lists all 12 Balasore blocks as cyclone-vulnerable, with the largest exposed populations in Baliapal, Balasore, Jaleswar, Basta and Nilagiri. Cyclone Yaas made landfall about 50 km from Balasore in May 2021 with winds of 130-140 km/h gusting to 155 km/h, and Cyclone Dana battered the district again in October 2024.
Normal rainfall is about 1,728 mm a year, with around 193 mm still expected in October, the post-monsoon cyclone month, and the plan flags soil salinity across the coastal belt. HELLOCON manufactures GI solar panel mounting structures, plans each one to the roof it sits on, and supports the system afterwards with operation and maintenance visits.

Salt-belt corrosion checks
Galvanized members, fasteners and earthing inspected on a schedule near the shore.
Pre-season inspection
A check of clamps, cables and the inverter ahead of the October cyclone season.
04TPNODL connection
Application and metering steps for a TPNODL connection
Check the utility on your electricity bill first; a district name alone does not identify every connection. For a TPNODL household connection, use the national portal together with the utility’s current instructions.
TPNODL, which is headquartered in Balasore, runs a Balasore circle with divisions including Balasore, Basta, Jaleswar and Soro. Confirm the division named on your bill before you register on the portal.
- Register the consumer connection on the official PM Surya Ghar portal and follow its application, feasibility and load-related instructions.
- Check the vendor available for that application and agree the equipment, installation and metering responsibilities in writing.
- Complete the required installation records and coordinate the utility’s inspection, meter arrangements and commissioning.
- Retain the commissioning documents and follow the official assistance-claim process. Approval and payment timings depend on the authorities.

07Questions
Questions about rooftop solar in Balasore
Which DISCOM handles rooftop solar and net metering in Balasore?
Balasore is in the licence area of TP Northern Odisha Distribution Limited (TPNODL), which has its headquarters in Balasore. HELLOCON is a registered PM Surya Ghar vendor for Balasore connections; our TPNODL net-metering guide covers the application.
Is rooftop solar sensible on the cyclone-prone Balasore coast?
Yes, provided the structure is planned for the roof and maintained. Every Balasore block is listed as cyclone-vulnerable, so HELLOCON anchors its own GI structures to each slab and recommends an inspection before the October cyclone season.
How many rooftop systems has Balasore installed?
TPNODL reported 18,559 rooftop solar installations in Balasore district on 5 September 2026, the most of any district in its area. A PTI report of 22 August 2026 ranked Balasore second in Odisha for PM Surya Ghar installations.
