01Capital district

Rooftop solar for Bhubaneswar, Jatni, Khordha town and the Chilika blocks

Khordha district holds the state capital, Bhubaneswar, and has its headquarters at Khordha town. The land is mainly flat coastal plain, with hill ranges in the west, the Daya and Kuakhai rivers, and the shore of Chilika Lake to the south. Two subdivisions, Bhubaneswar and Khordha, cover ten blocks, the Bhubaneswar Municipal Corporation, the Jatni and Khordha municipalities and the Banpur and Balugaon NACs.

At the 2011 census 48% of Khordha’s residents lived in urban areas, which gives the district a large base of residential rooftops, institutions such as IIT Bhubaneswar, and commercial buildings. Industry includes food and beverage plants, an IOCL gas bottling plant and the Mancheswar Industrial Estate, and Khordha Road is a divisional headquarters of the East Coast Railway.

Rooftop adoption here is well advanced. A Lok Sabha reply reported on 12 August 2026 listed 13,704 PM Surya Ghar installations in Khordha, the third-highest figure in that reply, and when TPCODL flagged off its Solar Rath from the Khordha Collector’s office in August 2026 it described Khordha as the first district in Odisha to cross 10,000 rooftop installations.

02Head office

Rooftop solar surveys from our head office in Bhubaneswar

HELLOCON’s head office is in Bhubaneswar, so homes and businesses in the capital, Jatni and Khordha town are close to the team that plans every survey in Odisha. Since 2018 we have delivered 500+ projects and 50 MW+ of solar capacity across the state. For a household, one team handles the survey, the written proposal, the PM Surya Ghar application and the TPCODL coordination; our residential solar page explains how it works for homes, and the form below books the visit.

03Heat and cyclone wind

Rooftop design for Bhubaneswar’s summer heat and Khordha’s cyclone record

Khordha’s district plan puts May temperatures at 41 to 47 °C in parts of the district, and Bhubaneswar recorded 44.6 °C in May 2024 under an IMD red alert. The same plan records that Cyclone Fani, which made landfall near Puri on 3 May 2019, affected all 10 blocks and 190 gram panchayats and damaged 130,198 houses, and it places parts of Tangi, Chilika and Banpur blocks in a high-risk zone for cyclones and floods.

On a Bhubaneswar terrace the design answers both. Modules are raised with an air gap for cooling, the inverter goes in a shaded, ventilated spot, and the structure is anchored for the building’s height and exposure. HELLOCON manufactures GI solar panel mounting structures, including elevated structures that keep terrace space usable underneath, and our roof preparation guide lists what to check before the survey.

  • Anchored for cyclone wind

Fixings designed for the building height and exposure, in a district where Fani damaged over 1.3 lakh houses.

  • Cooler modules and inverter

An air gap under the array and a shaded inverter position for May temperatures above 44 °C.

  • Terrace space kept usable

Elevated GI structures that leave room for water tanks, drying lines and roof access.

04TPCODL connection

Application and metering steps for a TPCODL connection

Check the utility on your electricity bill first; a district name alone does not identify every connection. For a TPCODL household connection, use the national portal together with the utility’s current instructions.

TPCODLTP Central Odisha Distribution LimitedTPCODL net-metering guide

Bhubaneswar falls under TPCODL’s Bhubaneswar Electrical Circle I, through the City Distribution Divisions I and II and the Bhubaneswar Electrical Division. The rest of the district is covered by Electrical Circle II through the Khurda and Balugaon electrical divisions.

  1. Register the consumer connection on the official PM Surya Ghar portal and follow its application, feasibility and load-related instructions.
  2. Check the vendor available for that application and agree the equipment, installation and metering responsibilities in writing.
  3. Complete the required installation records and coordinate the utility’s inspection, meter arrangements and commissioning.
  4. Retain the commissioning documents and follow the official assistance-claim process. Approval and payment timings depend on the authorities.
