01Southern industrial hills
Rooftop, MSME and panchayat solar for Rayagada and Gunupur
Rayagada district has two subdivisions, Rayagada and Gunupur, and 11 blocks: Rayagada, Kashipur, Kalyansingpur, Kolnara, Gunupur, Gudari, Padmapur, Ramanaguda, Bissam Cuttack, Muniguda and Chandrapur. It has 182 gram panchayats, the Rayagada and Gunupur municipalities and the Gudari NAC. About 4,785 sq km is forested, including the Niyamgiri hills, and Gunupur lies in the Eastern Ghats on the Vansadhara.
It is also one of southern Odisha’s industrial districts. Utkal Alumina operates a 2.12 million tonne-per-year alumina refinery in the district, the JK Paper mill at Jaykaypur on the Nagavali has run since the early 1960s, and IMFA has a plant at Therubali. The district disaster management plan counts three major industrial units employing about 8,697 people, 772 MSMEs employing about 9,124, 23 mining units and 1,628 handloom and handicraft artisans. Kharif paddy, cotton and pulses are the largest crops.
Solar demand here comes from homes in the two towns, from MSMEs and from block offices buying public lighting: in May 2026 the Block Development Officer of Padmapur invited quotations for solar street lighting in several gram panchayats. HELLOCON, a registered PM Surya Ghar vendor with TPSODL and a manufacturer of solar street lights and poles, plans Rayagada projects from our head office in Bhubaneswar.

03River floods
Flood-aware solar along Rayagada’s Nagavali and Vansadhara
Rayagada’s disaster management plan names the Nagavali and Vansadhara as the rivers that flood hospitals, schools and roads, and after Cyclone Titli in October 2018 Rayagada was one of three south Odisha districts, with Ganjam and Gajapati, where the flood situation was described as grim.
In low-lying riverside areas, rooftops are the safer place for solar. Ground-mounted plants and pumps near the rivers need a site check for past water levels, raised structures and controllers fixed well above the flood line, and street-light poles need foundations suited to wet ground. HELLOCON manufactures GI mounting structures and poles to the site design.

04TPSODL connection
Application and metering steps for a TPSODL connection
Check the utility on your electricity bill first; a district name alone does not identify every connection. For a TPSODL household connection, use the national portal together with the utility’s current instructions.
Rayagada has its own TPSODL circle, the Rayagada Electrical Circle, with divisions at Rayagada and Gunupur. TPSODL has publicised network upgrades in the district, including the Gunupur grid and the Therubali substation.
- Register the consumer connection on the official PM Surya Ghar portal and follow its application, feasibility and load-related instructions.
- Check the vendor available for that application and agree the equipment, installation and metering responsibilities in writing.
- Complete the required installation records and coordinate the utility’s inspection, meter arrangements and commissioning.
- Retain the commissioning documents and follow the official assistance-claim process. Approval and payment timings depend on the authorities.
