01Rain-shadow district

Nuapada is a five-block district on Odisha’s western border: Boden, Khariar, Komna, Nuapada and Sinapali. A hill tract in the west rises to 610-915 m above undulating country at 240-350 m; the Indra, Udanti, Hatti and Sagada, tributaries of the Tel, drain the district, and the Jonk forms the north-western state border. Khariar (Khadial in the Odisha Gazette notice of 22 June 2026), Khariar Road and Nuapada are the three NAC towns.
The Central Ground Water Board describes Nuapada as a rain-shadow area with erratic rainfall, where droughts are quite common: annual rainfall has ranged from 612 mm in 1974 to 1,663 mm in 1990, with severe droughts in 1974, 1996, 2000 and 2002. About 93% of residents are rural, farming is mostly rainfed, and only about 9% of the cultivable area was irrigated in 2013. The Lower Indra is the district’s medium irrigation project, and there is almost no industry.
Households here have nonetheless taken to rooftop solar. TPWODL’s district-wise figures published on 2 September 2026 show 10,457 rooftop installations in Nuapada, second only to Bargarh in that list and a high count for five blocks. Nuapada recorded 44 °C on 24 May 2026 and 40 °C on 13 May 2025, and dry years run through the district’s record. Inland and far from the coast, it lies outside the coastal cyclone belt and has no salt-air exposure; the engineering questions are heat on the roof and water in the ground.
