01Kandhamal at a glance
Rooftop, off-grid and solar water heating for Kandhamal
Kandhamal (Kandhamala) is a hill district of 8,021 sq km, formed in 1994 when the old Phulbani district was divided. The Phulbani subdivision is a broken plateau at roughly 500 m and above, bordered by high ranges; forest covers about 67.37% of the district (ISFR 2021, as cited in the District Environment Plan), and there is no railway line. Two subdivisions, Phulbani and Balliguda, hold twelve blocks and 171 gram panchayats.
Farming is built on paddy and maize, with potato, vegetables and mustard where irrigation reaches, and the GI-tagged Kandhamal Haladi turmeric is grown by over 60,000 families. Bamboo, kendu leaf, tamarind, mahua and sal seeds support cottage and agro-based industries.
Demand for rooftop solar is clear in Phulbani: in TPSODL’s Month of Solar in May 2026, Phulbani logged 4,771 utility-led aggregation applications, the most of any TPSODL area. HELLOCON serves Phulbani and the rest of Kandhamal from our head office in Bhubaneswar.

02TPSODL connection
Application and metering steps for a TPSODL connection
Check the utility on your electricity bill first; a district name alone does not identify every connection. For a TPSODL household connection, use the national portal together with the utility’s current instructions.
For Kandhamal connections, TPSODL’s RTI manual places the Phulbani division (PED) in its Bhanjanagar Electrical Circle; check that against the office named on your bill.
- Register the consumer connection on the official PM Surya Ghar portal and follow its application, feasibility and load-related instructions.
- Check the vendor available for that application and agree the equipment, installation and metering responsibilities in writing.
- Complete the required installation records and coordinate the utility’s inspection, meter arrangements and commissioning.
- Retain the commissioning documents and follow the official assistance-claim process. Approval and payment timings depend on the authorities.
03Forest and cold hills
Solar design for Kandhamal’s forests, hills and cold winters
Kandhamal’s District Environment Plan records temperatures from about 2 °C to 45.5 °C, with hot dry summers and cold dry winters, and Daringbadi hill station, at about 915 m, has often dropped below freezing. Average annual rainfall is about 1,523 mm.
Two-thirds forest cover means shade and distance shape every Kandhamal project. The survey maps tree shade through the seasons, plans off-grid storage for habitations far from a reliable supply, and, for homes, hostels and guest houses in the colder hills, looks at solar water heating alongside rooftop power.

06Questions
Questions about rooftop and off-grid solar in Kandhamal
Is there real demand for rooftop solar in Phulbani?
Yes. In May 2026 Phulbani recorded 4,771 applications under TPSODL’s utility-led aggregation model, the highest of any area TPSODL serves, and on 3 October 2026 TPSODL’s Solar Rath set out from Phulbani to tour all 12 Kandhamal blocks.
Which solar water heater suits a home or hostel near Daringbadi?
It depends on how much hot water is used and when. HELLOCON sizes the collector and tank to the number of users and the winter sun at the site; our solar water heater page sets out the options.
Can remote Kandhamal villages get solar power without a grid connection?
Yes. Off-grid systems with LiFePO₄ batteries, which HELLOCON manufactures, can run lights, fans and small appliances, and solar street lights can serve village roads. Each system is sized from the evening loads it must carry.
